Mr. TAN Guong Ching
Non-Executive Chairman
Mr. Tan Guong Ching serves as non-executive Chairman of ST Telemedia. He is also non-executive Chairman of Asia Mobile Holdings Pte Ltd, StarHub Ltd, ST Aerospace Ltd, Temasek Life Sciences Laboratory Limited and IP Academy. Mr. Tan served as CEO of Singapore’s Housing & Development Board, the nation’s public housing authority. During his career, Mr. Tan has initiated several major projects, including the corporatisation of Singapore Telecommunications Ltd, the reorganisation of the former Telecommunication Authority of Singapore, Singapore’s neighbourhood policing and civil defence, and the commissioning of Singapore’s mass rapid transit system. Mr. Tan holds a Bachelor and a Master of Engineering (Chemical) from the McMaster University, Canada.
Mr. SUM Soon Lim
Independent Director
Mr. Sum Soon Lim serves as Independent Director of ST Telemedia. He is non-executive Chairman of Cathay International Holdings Ltd and Bright Vision Hospital. He also sits on the board of Singapore Press Holdings Ltd and Eastern Health Alliance Pte Ltd. Mr. Sum’s previous career includes working in the Singapore Economic Development Board, DBS Bank, J.P. Morgan Inc., Overseas Union Bank and Nuri Holdings (S) Pte Ltd. Mr. Sum received a Bachelor of Science (Honours) in Production Engineering from the University of Nottingham, England.
Mr. LIM Ming Seong
Independent Director
Mr. Lim Ming Seong serves as Independent Director of ST Telemedia. He is Chairman of CSE Global Limited and First Resources Ltd. He also sits on the board of StarHub Ltd, U Mobile Sdn Bhd, and ST Kinetics Ltd. Mr Lim was with Singapore Technologies Pte Ltd (ST) from 1986 through 2002, where he was Group Director. He holds a Bachelor of Applied Science (Honours) with a major in Mechanical Engineering from the University of Toronto and a Diploma in Business Administration from the University of Singapore. Mr. Lim also participated in the Advanced Management Programmes conducted by INSEAD and the Harvard Business School.

Sir Michael Perry serves as Independent Director of ST Telemedia. He is Chairman of the Leverhulme Trust and the Leverhulme Trade Charities Trust. He was Chairman and CEO of Unilever plc, and Chairman of Centrica plc.
Mr. Justin W. LILLEY
Independent Director
Mr. Justin W. Lilley serves as Independent Director of ST Telemedia. He has 25 years experience in the telecommunications, technology and media industry, including advising the United States government on a wide range of telecommunications, copyright and e-commerce issues. In 2003, he started TeleMedia Policy Corp., which specializes in policy consulting for a wide range of telecommunications, technology and media companies.
Mr. CHANG See Hiang
Independent Director
Mr. Chang See Hiang serves as Independent Director of ST Telemedia. He is a Senior Partner of Chang See Hiang & Partners, a firm of advocates and solicitors. Mr. Chang holds directorships in several Singapore public listed companies, including Jardine Cycle & Carriage Ltd, Parkway Holdings Ltd and Yeo Hiap Seng Ltd. He graduated from the University of Singapore with a Bachelor of Law (Honours) degree.
Mr. Vincent S. PÉREZ, Jr.
Independent Director
Mr. Vincent S. Pérez serves as Independent Director of ST Telemedia. He is Chairman of Merritt Partners, an energy advisory firm, and CEO of Alternergy Partners, a renewable power company. Mr. Pérez was the Philippines’ Energy Minister from June 2001 to March 2005, and served briefly as Undersecretary for Industry at the Department of Trade and Industry, and as Managing Head of the Board of Investments in early 2001. Prior to entering public service, Mr. Pérez spent 17 years at Mellon Bank in Pittsburgh and Lazard Frères’ offices in London, New York and Singapore. He founded Next Century Partners in 1997, a private equity firm that has invested in companies like Smart Communications and Fastech. Mr. Pérez obtained an MBA from the Wharton Business School of the University of Pennsylvania and a Bachelor’s degree in Business Economics from the University of the Philippines.
